Summary of Position:  Conducts outreach activities to enroll 60 homeless job seekers and provides employment related services to homeless individuals to achieve employment placement and job retention consistent with individuals’ self sufficiency goals. Evaluates the clients’ education, training, work history, interests and skills to develop a successful employment plan outlining the steps necessary to remove barriers and obtain and sustain employment. Researches and identifies job leads for assigned case load and provides information and referrals to training programs. Effectively collaborates with employers, job training providers, educational programs, and housing agencies to meet program goals related to job placement, training enrollment, and housing. Provides vocationally-oriented case management and provides housing information or housing referrals as needed. Maintains client records, collects and enters data and submits reports within established protocol/timeframe.

 

Qualifications: 

Required

·        Bachelors degree plus 2 years of experience as case manager/employment counselor  in workforce development, job training, adult education, or adult development program or 4 of experience as case manager/employment counselor  in workforce development, job training, adult education, or adult development program.

·        Working knowledge of workforce development principles, theories, and practices.

·        Knowledge of community resources available and relevant to achieving program objectives.

·        Demonstrated ability to work independently with limited supervision and as a member of a an interagency/interdisciplinary team

·         Demonstrated ability to, establish priorities, implement plans, and meet deadlines.

·         High degree of cultural sensitivity and ability to work effectively with diverse people and situations.

·         Skills to compile information and statistics for ad hoc reports to management and to gather and analyze information.

·         Ability to collaborate with other community offices and organizations to establish effective support network for clients.

·         Computer proficiency – Word and databases.

·         Strong written and verbal communication skills.

 

Preferred:

·         Professional experience with homelessness, substance abuse, domestic violence, mental health, and or gender-issues (women).

·         Master’s degree in related field.

·        Bilingual/Bicultural ability welcomed but not required.

 

Essential Functions:

  • Conducts outreach and recruitment activities in emergency shelters, day programs, transitional housing, and treatment programs to enroll homeless individuals.
  • Identifies clients’ strengths, assets, and challenges to develop Employment Action Plan (EAP) leading to attainment and retention of employment
  • Meets individually with clients to provide career counseling and to facilitate and encourage participation in EAP activities, completion of activities, and goal attainment.
  • Promotes and supports employment choices consistent with clients’ vocational goals, interests, and skills.
  • Provides on-on-one and group setting job readiness instructions and career coaching.

·         Researches and identifies job leads, assists with job match and permanent placement processes.

  • Provides follow up services to maximize job retention, facilitates wage progression, and encourages further education.
  • Determine eligibility for benefits and assist with application process and assists clients in finding and using any alternative resources required to achieve and maintain self-sufficiency.
  • Provides information and referrals to educational/training programs and other community based organizations’ programs and monitors outcomes. Links clients to programs and services operated by the hopeFound
  • As needed provides vocationally-oriented case management services to clients throughout the term of their participation in the program and follow-up services
  • Maintains client records containing all required documents and information and a complete record of activities and progress along with required back-up documentation.
  • Submits client status reports to referring sites and follows up with case managers on client progress.
  • Enters required MIS data regularly, promptly, and accurately.
  • Completes and submits monthly, quarterly, and annual reports on a timely basis according to established schedule. Participates in preparation of reports to funding sources.
  • Meets all required performance standards, including established monthly outcomes.

Salary: $34,200 - $36,000 annually commensurate with qualifications
